The pro-Russian bookmaker 1xBet received a license for bookmaking activities and the operation of the online casino of the company “Your Betting Company” at the end of March this year. The Law “On State Regulation of Activities Regarding the Organization and Conduct of Gambling Games” in Art. 16 requires operators to “ensure the identification of the player(s) and the visitor(s) in accordance with the procedure established by this Law, in the gaming establishment and the identification of the player(s) during activities on the Internet.” And already in Art. 17 indicates that “for the purpose of identification (verification, data establishment) of a player on the Internet, the organizer of gambling games has the right to request additional documents from the player in accordance with the rules of the organizer of gambling games, in particular, the player’s own image with the necessary document, or to require the use of video communication means “.

According to the media, the lobbyist for issuing the 1xBet license was Borys Baum, an adviser to the deputy head of the Office of the President of Ukraine, Kyryll Tymoshenko. Baum allegedly oversees the gambling business in Ukraine and is closely connected with Russian business and a major Russian politician – the deputy chairman of the State Duma of the Russian Federation and Putin’s special representative Oleksandr Babakov.
