Ukraine’s base security service announced that it has announced the first suspicions for the shelling of civilian objects in Ukraine: evidence has been collected against a Russian general and an admiral of the RF fleet .

“Investigators of the Security Service have collected a high-quality evidence base on two representatives of the Russian high command, who are responsible for the shelling of civilian objects in Ukraine. One of them is the long-range aviation commander of the Air and Space Forces of the Russian Federation, Colonel-General Serhiy Kobylash. The other is a former commander Admiral Ihor Osipov of the Black Sea Fleet of the Russian Federation. They were both charged with suspicion under two articles of the Criminal Code of Ukraine,” the SBU reported.

As reported, these two representatives of the Russian High Command were charged with:
- Part 2 of Art. 437 (planning, preparation, unleashing and waging an aggressive war);
- Part 3 of Art. 110 (encroachment on the territorial integrity and inviolability of Ukraine).
“These are the first suspicions that Ukraine announces specifically for the shelling of civilian objects in Ukraine,” the SBU noted.
The maximum sanction of the articles provides for punishment in the form of life imprisonment.
“In the course of the investigation, the SBU investigators established that since the beginning of the full-scale invasion, Serhii Kobylash has been following the instructions of Russia’s top military and political leadership regarding the destruction of Ukrainian cities. It was on his orders that the Russian invaders carried out massive rocket attacks on residential buildings, hospitals and critical infrastructure facilities in in different regions of Ukraine,” the SBU said.
To carry out air attacks, the enemy uses strategic missile carriers Tu-160, Tu-95MS, as well as long-range missile bombers Tu-22M3, armed with cruise missiles of the Kh-555, Kh-101, Kh-55 and Kh-22 types.
“As for Ihor Osipov, according to the investigation, in the period from February 24 to August 10 of this year, the official gave orders to carry out systematic missile strikes from the waters of the Black Sea on Ukrainian densely populated areas,” the SBU reported.
Enemy attacks were carried out with high-precision guided cruise missiles “3M14-Caliber” from Russian warships.

The Security Service of Ukraine reported the suspicion to the head of the Central Bank of the Russian Federation, and is deciding the issue of an international search.
