April 16, 2021, the President of Ukraine Volodymyr Zelensky signed the law “On Amendments to Certain Laws of Ukraine on the Award of Scientific Degrees” (registration № 4667-1).

According to the Minister of Education and Science of Ukraine Serhiy Shkarlet, the amendments to the legislation are designed to unlock the process of defending dissertations for the degrees of candidates and doctors of sciences. Applicants can defend themselves in doctoral specialized scientific councils without setting deadlines.
It should be noted that the law comprehensively addresses the issue of awarding scientific degrees by amending the Laws of Ukraine “On Higher Education”, “On Education”, “On Scientific and Scientific-Technical Activity”, “On Professional Higher Education”.
The process of attestation of personnel for the degree of Doctor of Philosophy has also been improved.
After the official publication of the law, the Ministry of Education and Science will inform higher education institutions and research institutions about the innovations with a letter of explanation.
For the decision of the attestation board, 370 persons were awarded a scientific degree of the doctor of philosophy.
