The President of Ukraine Volodymyr Zelensky signed a law on the recruitment of reservists for a special period without announcing mobilization.

This is the law “On Amendments to Certain Legislative Acts of Ukraine to Improve Certain Issues of Military Duty and Military Accounting” № 1357-IX, which the Verkhovna Rada adopted on March 30, 2021, at the initiative of the Head of State.
A new kind of military service
“This document improves the requirements for recruitment the Armed Forces of Ukraine and other military formations with reservists (military-trained personnel with combat experience) in a special period without announcing mobilization,” the OP explained.
According to the President, this will make it possible to “quickly replenish the military units of all defense forces, which will significantly increase their combat capability during the rapidly growing military aggression, as well as rapidly increase the combat potential of the defense forces and respond to sudden threats to national security.”.
In particular, the law introduces a new type of military service – military service on the call of reservists in a special period.
Thus, in a special period, citizens who have concluded contracts for service in the military reserve and/or are enrolled in the military operational reserve will be called up for military service. The decision to hold such a call-up will be made by the Supreme Commander-in-Chief of the Armed Forces of Ukraine on the proposal of the Commander-in-Chief of the Armed Forces of Ukraine. The decision will define the categories of reservists who will need to be called up, tasks, volumes, terms, and procedure for calling up, etc.
Citizens who will be called up from among the reservists during a special period will be covered by the same labor, social, legal, and educational guarantees that are provided for mobilized persons. In particular, guarantees are provided for the promotion of employment for young people for six months after the termination of such service.

Criminal liability for evading conscription during a special period is also introduced; from military accounting or training (special) fees.
In addition, the law modernizes the requirements for administrative liability of officials, reservists, conscripts, and conscripts for violations of the legislation on military service and military service and intentional damage or loss due to negligence of military records.
The law of Ukraine signed by the President also reforms the system of military accounting and the activities of local military authorities, based on European principles and approaches.
In particular, it is planned to create territorial recruitment and social support centers on the basis of military registration and enlistment offices; streamlining the issues of military registration of conscripts, conscripts, and reservists.
The procedure for military registration of reservists is being improved, among other things with the help of the automated information and telecommunication system “Oberg” (Unified State Register of Conscripts, Conscripts, and Reservists).
The NGO “Legal Hundred” previously criticized the bill on the recruitment of reservists without announcing mobilization, prepared for the second reading. “The project still does not provide clear grounds for such a call, except for the existence of a special period that is contrary to the interests of veterans and slows down the possibility of returning to a peaceful life,” the NGO said on March 2.
They also noted other, in their opinion, shortcomings: “the risk of corruption in the case of appointment to military positions related to the performance of organizational or administrative duties without a special anti-corruption inspection, the possibility of transferring personal data to third parties for maintaining a register and recruitment of reservists and conscripts, as well as strengthening the responsibility for non-compliance with the requirements of mobilization legislation.”
