The Verkhovna Rada of Ukraine adopted a law amending the Code of Ukraine on Administrative Offenses regarding executed resolutions (№ 5058).

The law stipulates that copies of the decision in the case of administrative offenses and materials recorded by special technical means are sent to the person prosecuted within 15 days from the date of such decision, except as provided in Part 7 of Art. 279-1 of this Code (previously – within three days from the date of such resolution).
In Art., 279-1 states that the decision to impose an administrative penalty, which was not executed by paying 50% of the fine within 10 days from the date of its issuance, is sent to the responsible person by registered letter to the address of registration (residence) of the individual (location legal entity).
Upon the person’s request, the decision to impose an administrative penalty, which is considered executed, shall be sent by registered mail to his address within 5 days from the date of receipt of the request.
Previously, it was determined that the decision to impose an administrative penalty is sent to the responsible person within 3 days from the date of its issuance by registered letter with notification to the address of registration (residence) of the individual (location of the legal entity).
The resolution is considered executed in case of payment by the responsible person or the citizen (resident) of Ukraine who imported into the territory of Ukraine the vehicle registered outside Ukraine, 50% of the size of the penalty according to the resolution on imposition of administrative penalty for the offense in the field of traffic safety. ; for violation of the rules of stopping, parking, parking of vehicles, recorded in the mode of photography (videorecording); before the delivery of such a resolution or receipt of a postal notice of service or refusal to receive it or return of a postal item marked with non-delivery; or within 10 days from the date of entry into force of the resolution.
The decision to impose an administrative penalty is also considered executed in the case of payment of a fine on notification of administrative liability, left by an authorized official at the scene of the offense on the windshield of the vehicle, including by paying 50% of the fine within 10 days. offense.
The law enters into force on the day following the day of its publication.
Fines in Ukraine
Currently, the fines in Ukraine for speeding are:
exceeding the limit by more than 20 km / h – 255 hryvnias;
exceeding by 50 km / h and more – 510 hryvnias;
speeding, which led to the creation of an emergency situation – 680 hryvnias (with the possibility of disqualification).
In case of payment within ten days from the date of the issued resolution, a 50% discount is provided.
The deadline for payment of the fine is 30 days after the entry into force of this resolution. An appeal against the decision can be filed within 10 days with higher authority or court.
In February 2021, a new function of control over the payment of fines by traffic offenders was launched for private individuals in Ukraine.
