Commander-in-Chief of the Ukrainian Armed Forces Colonel Ruslan Khomchak declared during the All-Ukraine Forum “30th Ukraine”. Country security ”, that in order to achieve a promising model for the defense forces and acquire their specific defense capabilities, the Strategic Defense Bulletin in Ukraine project states five strategic objectives.

Within the framework of Strategic Objective No. 1, it is planned to combine and integrate the processes of organizing the comprehensive defense of Ukraine, the joint command of the defense forces, and the military administration of the armed forces.
He said that carrying out comprehensive defense includes steady resistance to the aggressor on land, sea, airspace, and cyberspace of Ukraine, using the full potential of the state and society and all forms and methods of armed struggle against the aggressor.
As well as implementing measures for training defense forces, military reserves, military education, science, health, and social protection for soldiers within the framework of Strategic Objective No. 2.
They provide the following: To equip the armed forces with professional, comprehensively trained, and motivated personnel; Equipping the armed forces with fully trained personnel; Equipping the armed forces with fully trained personnel; Equipping the armed forces with fully trained personnel; Providing the armed forces with trained personnel, the practical implementation of the method of additional equipment for combat military units by reservists without declaring mobilization; The development of military education, science, health and social protection for soldiers; Increase the role of sergeants and officers.
Strategic objective No. 3 in the context of realizing a promising model for the defense forces is to supply the Ukrainian Armed Forces, and other components of the defense forces, with modern weapons and (special) military equipment.
It is decided that the armed forces will gradually process samples of weapons and military equipment with high technology to ensure deterrence and the protection of forces, objects, information, and cybersecurity.
In the medium term, Khomchak said, it was planned to increase the missile weapons and rearm to new and updated samples of missile and artillery weapons. The army will be equipped with modern means of air and missile defense. Special attention is given to the development of aviation capabilities, in particular the construction of unmanned ships, the rearmament of the latest armored vehicles, the development of robotic systems, unmanned complexes, and systems for the management of forces and weapons, particularly on the basis of artificial intelligence.
The development of military infrastructure, improvement of joint logistics, medical support system, an adequate supply of physical assets are to be implemented within the framework of Strategic Objective 4.
“We have already started the process of setting up a common logistics system to improve the organizational framework and set up a vertical group of military logistics management bodies,” Khomchak said.
A modern logistical support model was developed based on the principle of a centralized supply of material resources. It envisages the creation of automated inter-disciplinary regional support centers.
He said that while developing the armed forces’ medical support system, a four-tier system of medical evacuation measures had been introduced. This system applies the principle of focus under a unified orientation to provide a full course of treatment: from primary care to return to serviceman after treatment in specialized clinical and rehabilitation centers, which is in line with practices of NATO member states.
The realization of the integrated operational capabilities of the defense forces will be implemented within the framework of strategic objective No. 5.
“It is planned to increase the deterrence capabilities through missile systems, manned aircraft complexes, multi-functional aircraft, medium-range anti-aircraft and missile systems, etc.,” Khomchak said.
