This was stated by Prime Minister Denis Shmygal during a government meeting.

COVID-certification in Ukraine
At the end of March, President Volodymyr Zelensky stressed the need to develop a COVID certification system for Ukrainians. He stressed that these passports are already being developed by many developed countries that are actively working to create collective immunity against coronavirus.
At the same time, the Ministry of Health assured that vaccination passports for Ukrainians are in the final stages of development.
In April, the Cabinet of Ministers announced that Ukraine had agreed with the European Commission to cooperate on the compatibility of the Ukrainian and European digital immunity certificates from COVID-19. The digital certificate, in particular, will confirm that the person has been vaccinated, recovered, and tested for coronavirus.
