At a meeting on Wednesday, June 2, the Cabinet of Ministers of Ukraine plans to amend the procedure for providing financial state support to small and medium-sized businesses and set a tariff quota for the import of white sugar into the customs territory of Ukraine.

In general, a number of issues are on the agenda of the Cabinet of Ministers.
In particular, the government plans to consider a draft act of legislation on the establishment of a tariff quota for the import of white sugar into the customs territory of Ukraine. Thus, the draft law proposes to temporarily, until October 1 of this year, establish a tariff quota for imports into Ukraine of white sugar, classified in commodity subcategory 1701 99 10 00 according to UKT FEA, in the amount of 120 thousand tons with an import duty rate of zero percent of its customs value.
The government will also consider draft resolutions of the Cabinet of Ministers on the approval of the Program to increase the state’s defense capabilities and security in terms of equipping the State Emergency Service with modern aircraft. Thus, the draft resolution provides for the purchase of a modern special fire aircraft for the SES by attracting a business entity – a resident of Ukraine in 2021, a loan (loans) under state grants.
In addition, government officials will consider draft resolutions approving the Procedure for introducing the Register of State Certificates on the level of state language proficiency, establishing a working group on the introduction of mandatory funded pension provision and development of private pension provision, and approving the Procedure for using state budget funds for production design and estimate documentation for the creation of multidisciplinary hospitals of national importance in 2021 and on amendments to the Procedure for providing financial state support to small and medium enterprises. Clarification of the criteria to be met by an enterprise entity to receive state support in accordance with this Procedure, in particular in order to protect the rights of persons with disabilities, an additional condition is established, which determines that it cannot be an obstacle to receiving state support under this Procedure. of the enterprise (legal entity) by a public association of persons with disabilities, provided that it complies with the criteria established by the Procedure.
Editorial clarifications regarding the development of the formula for determining the base interest rate on loans of business entities and settlement of cases of suspension and resumption of state support under the program in case of non-compliance with the law, which is temporary
Settlement of differences that arose during the implementation of the program “Affordable loans 5-7-9%” and the program of lending to business entities with state guarantees on a portfolio basis regarding the maximum amount of commissions that can be provided by the loan agreement with the borrower.
The government will also consider draft orders of the Cabinet of Ministers approving a draft agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Peru on abolishing visa requirements for short stays and granting permission to move (transfer) monuments of history and architecture of national importance – Mykolayiv Church of XVII-XVIII centuries.
The “Affordable Mortgage 7%” program has been operating in Ukraine since March this year.
Experts say that there may be pitfalls in a “cheap” mortgage from the government – some additional interest is veiled there – after a year of increase or after two years of increase of this interest. Or a separate interest for the loan.
At the same time, as of May 24 of this year, according to the Ministry of Finance, authorized banks to implement the mortgage program under 7% signed 305 loan agreements totaling UAH 253.9 million, with both primary (25.92%) and secondary (respectively 74.08%) markets.
