The United Nations High Commissioner for Refugees (UNHCR) says less than 23,500 people have moved across the sea to Europe this year, with most arriving in Italy and Spain from Tunisia and Algeria.
EU member states have illegally prevented at least 40,000 refugees from entering Europe during the pandemic, killing more than 2,000 people.
