The Verkhovna Rada of Ukraine at a meeting on Thursday, June 3, did not support the draft resolution № 2195-P and six alternatives to cancel the decision on the adoption of the draft Law on the sale of state and communal land or rights to them through electronic auctions.

The authors of the resolution claim, in particular, that today Internet coverage in Ukrainian villages is 65%, and this coverage is very uneven – if in the Transcarpathian region as of August 2020 coverage is 90%, in rural areas of Central and Eastern Ukraine this the figure drops to 50%, which means that half of all villages are cut off from the Internet.
The government’s program envisages closing the “digital divide” only by 2024, the authors say. Therefore, in their opinion, this means that the sale of land can and will take place without the involvement of local farmers and landowners, who due to the lack of the Internet may not know about the auction, and even more so will not be able to participate. Moreover, the land can be sold “without their knowledge.”
The Committee on Rules of Procedure, Deputy Ethics, and Organization of Work recommended to the Verkhovna Rada of Ukraine to decide by voting on the adoption or rejection of the said draft Resolution.
At its plenary session on May 18, the Verkhovna Rada adopted in the second reading and as a whole the draft law № 2195 on the sale of state and communal land plots or rights to them through electronic auctions.
The document, in particular, proposes to envisage a new procedure for the sale and transfer of land plots of state and communal ownership. In particular, it is a question of the introduction of the sale of the land plots of the state and municipal property or the rights to them necessarily through electronic auctions in the electronic trading system.
