The Parliamentary Committee on Education and Science recommends that the Verkhovna Rada adopted a bill according to which foreigners who plan to study in Ukraine will be able to study in a foreign language.

The relevant decision was made during a meeting of the relevant parliamentary committee.
Presenting the bill, MP Yulia Hryshyna reminded that it was sent to the committee to prepare for the second reading.
“The Committee has finalized the bill: clarified the name, made changes to the term of entry into force – it was extended for a month, brought the terminology in line with the law. We propose to include a rule for foreigners or stateless persons who plan to study in Ukraine at the expense of individuals or legal entities, that education can be conducted in a foreign language. At the same time, educational institutions provide a compulsory study of the state language throughout the entire period of study. There is a conflict in the legislation regarding the language of instruction, “the MP said.
According to her, more than 70,000 foreigners study in Ukraine. But the outflow of students in two years was 10%.
According to research, among the most popular languages of instruction for foreign students are English (59%), Russian (26%), and French.
There is a request to expand the list of foreign languages, in particular from Romania, Hungary, Morocco.
Yulia Hryshyna also stressed the need to simplify the access of Belarusian students to study in Ukrainian educational institutions. A working group has been set up to work out ways to address this.
The bill was supported by the Ministry of Education and Science, a public organization “Union of Rectors of Higher Education Institutions of Ukraine.”
MP Natalia Pipa proposed to formulate a rule “for foreign citizens, education can be conducted in English or other official languages of the European Union.” According to her, it will be allowed to learn all languages without the inclusion of Russian as the language of the aggressor.
Based on the results of the consideration, the profile committee recommended to the Verkhovna Rada to adopt the bill №3717 as a basis and as a whole.
