In Ukraine, a pilot project will be implemented to organize enrollment in foreign universities, which aims to reduce corruption factors in enrollment.

The relevant resolution on the implementation of the experiment was adopted by the Cabinet of Ministers.
According to the Minister of Education and Science Serhiy Shkarlet, one of the strategically important areas of the Ministry of Education and Science is to attract foreign students to study in Ukraine.
“Our task is not only to eliminate any corruption in the process of recruiting foreign students but also to create appropriate conditions for participants in the educational process and maintain the competitive advantages of Ukrainian education and improve Ukraine’s image in the international arena,” said the Minister.
The pilot project, which should ensure the transparency of all stages of the process of admission of foreigners, was developed by the Ministry of Education together with the Ministry of Digital Transformation.
In particular, the resolution of the Cabinet of Ministers approved the procedure for conducting an experiment on the organization of recruitment and training (internship) of foreigners and stateless persons using the Unified Interdepartmental Information System.
This Procedure will apply to foreign entrants who wish to obtain the appropriate degree of higher education or postgraduate education, a study in graduate school, doctoral studies, residency, medical residency, etc.
It is planned that the recruitment of foreign entrants will take place through interagency information interaction.
For admission to study, the entrant will be able to create a personal account in the Information System, in which he will submit an application to the institution of higher education in electronic form.
The educational document on the basis of which the admission will be made, together with the appendix and translation, will be analyzed for suitability for admission to a higher education institution and the recognition procedure.
In case the foreign entrant confirms the description of the educational offer received from the higher education institution, the higher education institution will generate an electronic invitation to study.
For foreign entrants from migration risk countries, as well as in other cases specified by law, the electronic invitation to study will be subject to prior approval of the information and telecommunication systems of the LCA, the State Border Guard Service, and the information and telecommunication system of the SBU.
