Unfortunately, the Ukrainian legislation cannot boast of the existence of normative consolidation of even such a concept as “personal electric transport”, not to mention the rules of their driving. Therefore, today traffic accidents involving personal electric vehicles are considered by analogy with the Law. That is, depending on the power of the vehicle, it is equated to a bicycle or, for example, a moped.
The question of the effectiveness of such an analogy, of course, is.
But, unfortunately for those who like to accidentally ride a passer-by on the front wheel of an electric bike, bill №3023 with a name longer than all subway lines has been registered in the parliament. This is a bill “On Amendments to Certain Legislative Acts to Improve the Regulation of Relations in the Sphere of Ensuring Safety of Certain Categories of Road Participants (Users of Personal Light Electric Vehicles, Cyclists and Pedestrians)”, which has already been approved by the Parliament in the first reading.
The changes prescribed in this document will affect the Code of Ukraine on Administrative Offenses and the Law of Ukraine “On Road Traffic”.
The main thing is the normative consolidation of the role of users of personal light electric vehicles in traffic. These are persons who use a one-, two- or three-wheeled motor vehicle driven by an electric motor (electric scooters, segways, gyro boards, gyro scooters, etc.), except for wheelchairs and bicycles equipped with electric motors.
In addition, the bill was supplemented by a ban on drunk driving not only personal electric vehicles but also bicycles. Owners of such vehicles will also be required to use reflective elements and refrain from using the phone while driving.
It will be possible to move by personal electric transport only on special bicycle paths or on the edge of the carriageway or roadside.
For fans of group arrival on one electric scooter – bad news. No more no.

It would seem that this is enough to reduce the number of accidents involving personal electric vehicles, but important components of road safety remain unresolved.
For example, in Western Europe, there is an appropriate age requirement. With a breeze to school in France, the “granite rodent of science” will be able to live only from 12 years, in Germany – from 14. In Belgium, students decided not to have a ceremony, the age of the driver of personal electric vehicles in this country must be at least 18 years.
Western European legislators did not ignore the speed limit, it varies from 15.5 to 25 km / h.
