The Verkhovna Rada introduced administrative liability for violation of dimensional and weight norms, as well as for refusal of dimensional and weight control.

For the adoption of the draft law “On Amendments to the Code of Ukraine on Administrative Offenses on Certain Issues of Dimensional and Weight Control” (№3743) in the second reading and a total of 257 deputies voted with the required minimum of 226 votes.
The bill introduces liability for refusal of dimensional and weight control, which provides, in particular, the imposition of a fine of 51 thousand UAH.
There are also fines for violating the rules of travel of large and heavy vehicles by road, street, or railway crossing.
In particular, the fine for exceeding the dimensions and weight norms for the transportation of goods during the movement of trucks on the streets, highways, or railway crossings by more than 30% of the established norms is 51 thousand UAH; from 20% to 30% above the established norms – 34 thousand UAH; from 10% to 20% – 17 thousand UAH, from 5% to 10% – 8.5 thousand UAH.
In addition, there is an administrative liability for violations when entering information into the consignment note or other documents specified by law on the cargo. In particular, a fine of UAH 51,000 is envisaged for entering inaccurate data on the weight and dimensions of the cargo in the consignment note.
Amendments to the Code of Administrative Offenses also provide for liability for non-compliance by carriers of road transport of passengers and/or cargo, the requirements of authorized officials of the central executive body, which ensures the implementation of state policy on land transport safety and its territorial bodies. Fines from UAH 850 to UAH 2,550 are envisaged for this.
This bill also proposes to fix the possibility of recording violations related to the lack of documents (permits) to agree on the conditions and modes of transportation in case of exceeding the weight or dimensional restrictions or a document on payment for heavy (large) vehicles, automatically. It is a question of fixing offenses and by means of photo and film shooting, video recording.
Truck weight control: details
In June, the Verkhovna Rada passed a law establishing the possibility of automatic weight control of vehicles, as well as an automatic recording by the State Transport Safety Service (Ukrtransbezpeky) of violations of dimensional and weight parameters.
The new Minister of Infrastructure Oleksandr Kubrak sees one of his main tasks as launching automatic dimensional and weight control on the country’s roads.
In February, the then Minister of Infrastructure Vladyslav Krykliy stated that by the end of 2021 there will be 100 weighing systems (WIM) for trucks on the roads of Ukraine.
In December 2020, Krykliy announced that the Center for Data Processing of Dimensional and Weight Control of the State Service for Transport Safety, which is necessary for the introduction of an automatic detection system, is ready for operation.
