In Kyiv, the launch of an automated travel accounting system for all passengers, including beneficiaries who are not registered in the city, has been postponed to 2023.

“The order to postpone the implementation of the system in full was signed on Friday, June 25, due solely to the inability of the Ministry of Social Policy of Ukraine to provide compensation for concessional travel to the relevant categories of passengers – citizens not registered in Kyiv. The ministry will need another year and a half, “the Kyiv City State Administration said.
At the same time, the Kyiv City State Administration noted that Kyiv residents can enjoy benefits in public transport in full.
“Today, the Kyiv Card is the only mechanism that allows you to actually record how many passengers took advantage of the fare. Based on these data, carriers will be able to receive full compensation from the city budget for the transportation of Kyiv residents,” the city administration said.
For Kyiv beneficiaries, obtaining a municipal card “Kyiv Card” is free of charge.
It is reported that during the existence of the electronic ticket, the authorities have technologically adapted the entire network of public transport to the electronic ticket system – 1,326 units of land transport and 359 turnstiles in the subway. More than 4,000 e-ticket sales points have been created. Also in the application “Kyiv Digital” there is a service for replenishing the transport card and purchasing a one-time QR ticket.
The transition of metropolitan transport to e-ticket
The capital’s authorities planned the full transition of transport to e-tickets from November 1, 2019, but this deadline was postponed first to April 1, 2020, then to January 1, 2021, and then to July 1, 2021.
The mayor of the capital, Vitali Klitschko, stated that the introduction of the electronic ticket was postponed again from January 1, 2021, because non-Kyiv privileged people would no longer be able to use public transport for free. According to him, the government has not settled the issue of compensation to carriers for the transportation of beneficiaries and the relationship between the municipalities and the state.
“Because, as the benefits are provided at the state level, the state must pay for them,” Klitschko said.
