The Law of Ukraine “On Higher Education” defines the features of admission to higher education institutions of persons whose place of residence is the temporarily occupied territory of certain districts of Donetsk and Luhansk regions, the territory of settlements on the line of contact, the temporarily occupied territory of the Autonomous Republic of Crimea and Sevastopol. about complete general secondary education.

Article 44 of the law stipulates the possibility of such persons entering the entrance examinations within the established quotas for entrants whose place of residence is the temporarily occupied territory and the territory of settlements on the line of contact, to all institutions of higher education.
In addition, such persons may, if they wish, exercise the right to one-time free education with scholarships in preparatory courses of higher education institutions lasting up to one year, followed by admission to higher education institutions as internally displaced persons in accordance with the Conditions of Admission to Higher Education.
Admission for TOT entrants will take place within the quota-2, which is set in educational institutions in the amount of ten percent of the total state order. In higher education institutions operating in Donetsk and Luhansk oblasts and relocated higher education institutions, the quota is twenty percent.
Submission of documents is carried out through educational centers “Donbass-Ukraine” or “Crimea-Ukraine”, which operate under the admission commissions in higher education institutions from June 7 to September 24, 2021.
In order to enter a higher education institution, entrants must:
to apply by any means of communication to the educational institution on the basis of which the educational centers “Donbass-Ukraine”, “Crimea-Ukraine” are created for receiving the invitation. It will have to be shown in printed or electronic form when crossing the checkpoint to confirm the purpose of travel;
apply in person and fill out an educational declaration by July 20 to enter the budget form of education, and by September 20 – on the contract form;
to pass exams in the Ukrainian language, history of Ukraine, and a profile entrance exam (for admission to certain specialties – a creative competition) on the basis of the educational center, which is established by the educational institution.
