After public discussions, tariffs for rail freight may increase to 18-20 billion a year.
Kyiv. Ukraine. Ukraine Gate – July 7, 2021 – Transportation
The Minister of Infrastructure Alexander Kubrakov declared it to journalists, the Ministry of Transport writes.
According to him, the new tariff policy will allow UZ to attract an additional UAH 2 billion this year and UAH 10 billion next year.
The Ministry of Infrastructure states that the new tariff policy will consider the positions of all parties – including the public. For example, Ukrainian farmers insist on tougher measures than those promulgated in the draft order to change the coefficients used to form tariffs for the transportation of goods.
It will be recalled that today the IMU published a draft order on changing the coefficients for discussion. The Ministry proposes to gradually increase tariffs for the transportation of a group of goods of the first tariff class by 8% from September 1, 2021, and from January 1, 2022, to increase them by another 20.4%. It is also proposed to increase tariffs for the transportation of goods of the second tariff class by 8% from September 1, 2021, and by another 6.5% from January 1, 2022.
We are talking about even higher tariff rates, and filling the budget of Ukrzaliznytsia at the expense of the main users of the Ukrainian Railways – metallurgists.
“This is a record increase in tariffs. For the first time we are not talking about indexation of tariffs, but about the convergence of classes. This will allow Ukrzaliznytsia to attract an additional UAH 2 billion this year, and a record UAH 10 billion next year, ”Infrastructure Minister Oleksandr Kubrakov explained in a comment to MINTRANS.
At the same time, according to him, representatives of the industry community insist on even greater unification of tariffs.
“Today we received the first letters from the public, insisting on even greater unification and break-even freight, which will attract up to 18-20 billion USD annually. We hear farmers and understand that the bulk of freight is ore and coal. Based on this we will build a new tariff policy, “he stressed, adding that the final decision on tariff rates will be made based on the results of public discussion.
This year, Ukrzaliznytsia is going to increase revenue from freight to UAH 72 billion.
Earlier it was reported that Ukrzaliznytsia finished 2020 with a loss of 11,6 billion UAH. President Volodymyr Zelenskyi announced the need to bring UZ out of the break-even state.
“We are changing again, we are pushing, everyone is pushing to change the management of UZ. It will be constant until the head comes, who will change all the links – from the middle, higher to lower,” he added.
According to him, Ukrzaliznytsia is a strategic company, but we need to think about how to have a partnership with private investors.
“I think it will be very difficult without them. This company has been bankrupt for many years. And only by force, only by planting there can bring order,” – said the president.
