President Volodymyr Zelensky has signed a law that allows local communities at all levels to establish lyceums.

According to Minister of Education Serhiy Shkarlet, the law is important for the development of quality and affordable secondary education, as it improves the legal regulation of lyceums and optimizes the transition period for the transformation of the network of educational institutions.
“Thus, it will help to effectively implement the reform of the New Ukrainian School at the stage of developing a three-year specialized secondary education,” the minister said.
In particular, restrictions on the ability of city councils to establish lyceums in cities with a population of fewer than 50,000 people have now been lifted.
Also, representative bodies of territorial communities of all levels can perform the functions of founders of lyceums.
In addition, basic educational institutions can provide not only primary and basic secondary education, but also specialized secondary education.
The changes also stipulate that local governments must approve plans for the formation of an effective network of general secondary education institutions by September 1, 2024, taking into account the legal requirements for lyceums.
