Ukraine is preparing to make adjustments to the rules of online trading. The most important of the planned innovations is the mandatory placement by sellers of data about themselves and information about the goods being sold. Business entities that will ignore the new regulations are threatened with blocking, the spokesmen of the Ministry of Economy explained.

These innovations are spelled out in a bill designed to strengthen consumer protection. Other mechanisms for regulating commerce on the Web are also listed there. Thus, the authors of the document insist on the need to introduce terms like “price aggregator” and “marketplace” into the legislative field. The first is an “electronic trading platform”, the second is an “e-service for comparing goods”.
Punishment of violators, depending on the severity of the offense, is offered by temporary denial of access to the site or complete blocking. The State Consumer Service will regulate the relevant issues, whose representatives will have the right to directly contact online providers with a requirement to restrict access to websites and online stores for a particular business entity.
The Ministry of Economy also announced the development of a special platform called “E-consumer” to check the reliability of online sellers. Bonafide market participants will be granted Verified Seller status.
In addition, work is underway to form a unified state register of sellers in the field of e-commerce and to create tools for identifying/verifying sellers.
Note that Western electronic payment systems such as PayPal, Etsy Payments and the like refuse to enter Ukraine because of the “clumsy” domestic legislation.
