The Law on Oligarchs and the “Tax” Bill

At a sitting on Thursday, September 23, the Verkhovna Rada is going to, in particular, adopt a bill on de-oligarchization, a “tax” bill.

“At the next meeting, according to the agenda, it is planned to consider in the second reading the draft law” On prevention of threats to national security associated with the excessive influence of persons of significant economic or political importance in public life (oligarchs) “, ? 5599 and Draft Law “On Amendments to the Tax Code of Ukraine and Certain Legislative Acts of Ukraine Concerning Ensuring Balance of Budget Revenues”, ? 5600 ”, the statement reads.

It is also planned to consider draft laws in the second reading, including:

“On Amendments to Certain Legislative Acts of Ukraine Concerning Stimulation of Farms’ Activities”, ? 4046;
“On Amendments to the Tax Code of Ukraine (Regarding the Taxation of Goods Moved (Shipped) in International Postal and Express Shipments)”, ? 4278;
“On Amendments to the Code of Ukraine on Administrative Offenses to Strengthen Administrative Liability for Illegal Fuel Trade”, ? 2515;
“On Amendments to the Administrative and Criminal Legislation Concerning the Implementation of the Activities of the Bureau of Economic Security of Ukraine”, ? 3959-1.
Bills are proposed for consideration in the first reading, including:

“On Amendments to the Law of Ukraine“ On the State Budget of Ukraine for 2021 ”Concerning the Implementation of Social Measures and Infrastructure Projects”, ? 6052, 6052-1, 6052-2, 6052-3, 6052-4, 6052-5;
“On Amendments to Some Laws of Ukraine on Improving the Quality of Food Consumed by Children”, ? 5148;
“On Amendments to the Budget Code of Ukraine Concerning the Inclusion of Excise Tax on the Sale of Tobacco Products by Business Entities of Retail Trade”, ? 5719;
“On Amendments to Certain Legislative Acts of Ukraine Concerning the Regulation of the Issue of Providing Patients with Compassionate Medicines”, ? 5736;
“On law-making activity”, ? 5707.
Also on the agenda are ratification bills and draft resolutions on renaming and changing the boundaries of settlements.

In addition, it is reported that an extraordinary meeting will begin at 16:00, the agenda of which includes consideration of four issues.

It is planned to consider the draft laws in the first reading:

“On Amendments to Certain Legislative Acts of Ukraine Concerning the Abolition of Norms That Provide for Increasing Fiscal Pressure by Expanding the Scope of Application of Registrars of Settlement Transactions”, ? 2644;
“On Amendments to the Tax Code of Ukraine Concerning the Abolition of Norms Providing for Increasing Fiscal Pressure by Expanding the Scope of Application of Registrar of Settlement Transactions”, ? 2645, 2645-1, 2645-d;
“On Amendments to the Tax Code of Ukraine on Simplification of Accounting for Income of Individual Entrepreneurs”, ? 3993, 3993-1.
In addition, it is planned to include in the agenda of the session and decide on the draft Law “On Amendments to the Tax Code of Ukraine to change the approach to determining the amount of income for the simplified taxation system”, 53 3853, 3853-1, 3853-2.

The People’s Servant expects that today they will pass a law on de-oligarchization, which the Verkhovna Rada will consider first.
