The East African country began experiencing a second wave of pandemics around May, shortly after authorities announced the discovery of a highly transmissible version of the delta.
In response, Museveni introduced a lockdown in a country of 45 million people, which included the closure of almost all businesses, the closure of schools, and the cessation of traffic.
He said all universities and other post-secondary institutions should reopen on November 1, and allowed churches and a number of other sports and social events, such as weddings and funerals, to be rebuilt.
Bar closures and a number of other restrictions, such as the night curfew, will be maintained to prevent a third wave of the pandemic.
As of Wednesday, 122,502 confirmed cases and 3,135 deaths were registered in Uganda.
