The deputy of the Odesa City Council from the Eurosolidarity party Andriy Vagapov proposes to introduce so-called “gray” passports (passports of non-citizens) in Ukraine.

“Sometimes it is necessary to make unpopular decisions that would bring benefits and results,” – said Vagapov.
To the host’s remark that, say, “half of Bessarabia”, which allegedly supports Russia, should be taken to Russia, the deputy replied: “It is not necessary to take out, you just need to introduce a passport of a non-citizen of Ukraine.”

Vagapov refers to the experience of the Baltic countries, where citizens from post-Soviet countries are issued “gray passports” with certain restrictions on their rights. For example, such people cannot vote in elections.
“We should have taken the appropriate step a long time ago, in fact,” Vagapov said.
Gray passport: the experience of Estonia
Persons with uncertain citizenship in Estonia or passport holders – a type of stateless persons in Estonia who do not have Estonian citizenship and at the same time some other, usual citizenship of the Russian Federation as the successor to the Soviet Union.
The status of such people is regulated by the Law on Foreigners. Most persons with uncertain citizenship are former citizens of the USSR who, at the time of the country’s restoration of independence, lived in Estonia but did not obtain Estonian citizenship.
As of the beginning of 2020, there were 71,051 people with uncertain citizenship living in Estonia, although their number is constantly changing. The number of stateless persons in Estonia is declining due to the acquisition of Estonian citizenship, or due to the acquisition of citizenship of another country, as well as due to natural mortality.
Earlier, the deputy from the “Servant of the People” Elizaveta Bogutska registered a bill on criminal liability for abuse of the state language.
The People’s Deputy then noted cases of public abuse of the state language and citizens of Ukraine, “which is an even more dangerous phenomenon given the possibility for such citizens to hold public office or local government positions and spread their negative influence.”
