Dr. Bandar Waked has been the CEO of the Business Center at the Institute of Public Administration since 2021.

He oversees the executive leadership, public and private relations of the center, and all paid training and consulting services in seven different branches of the institute.
He is also responsible for developing intensive and ambitious business strategies, short-term goals, and long-term goals in line with the IPA Strategic Plan.
From April 2017 to July 2021, Waked managed the Western Business Center District, where some of his duties included preparing and implementing the department’s annual plan and developing business and marketing plans to achieve revenue targets.
He led the center from years of operating losses to positive profits during his tenure.
He also developed training programs, based on the analysis of the training needs of the institute.
Moreover, he led negotiations with potential clients and partners and designed and prepared business proposals tailored to their needs.
He managed and monitored successful projects to ensure that they reached their optimal goals, and prepared periodic reports on the department’s achievements and proposals.
As an associate professor, Waked has taught undergraduates, trained government employees, and provided advice to many public and private sector entities in the Kingdom.
He has also conducted research in business and entrepreneurship.
From 2016 to 2018, Waked held the position of Head of Business Sector at IPA, where he trained staff with programs, supervised the program implementation process, and submitted development and improvement proposals to management and business standing committees for approval.
Some of his consulting projects for a number of governmental and private agencies included the development of a systematic model program and methodology for implementing the TQM approach.
He has also assisted many organizations in their institutional, strategic, financial, and organizational transformations.
Waked received his Bachelor’s degree in Business Administration in 1995 from King Abdulaziz University. Then in 2005, he obtained a master’s degree in the same field of study from the University of Scranton in Pennsylvania, United States.
Eleven years later, he received his Ph.D. in Business Administration from Victoria University, Melbourne, Australia. Waked also holds a Public-Private Partnership Certificate, Cost Control, and Revenue Management Certificate.
