On November 2, 2019, the anti-corruption court chose a precautionary measure in the form of bail of UAH 100 million. Subsequently, a deposit of UAH 100 million was paid for Dubnevych.
On November 7, 2019, the WACS Appeals Chamber overturned the decision of the court of first instance and issued a new one, which applied to the People’s Deputy a preventive measure in the form of detention for 2 months with an alternative of 90 million hryvnias bail. These funds were paid for him and he was released from the pre-trial detention center.
The investigation into Dubnevych’s case has now been completed.
The People’s Deputy is suspected of committing a crime under Part 5 of Article 191 of the Criminal Code of Ukraine (misappropriation, misappropriation of property or taking it by abuse of office). According to the investigation, the SAP reported that the MP lobbied for the allocation of funds from the budget of PJSC “Ukrzaliznytsia” for the purchase of goods from enterprises under his control. Financial losses from the implementation of the scheme of open bidding procedures for turnouts, spare parts for them and sets of separate fasteners, according to the materials of the examination, amounted to more than 93 million UAH.
