The Ethics Council consists of six experts. According to the OP, the members of the Ethics Council were: Judge of the Supreme Court of the Court of Cassation Lev Kishakevych, Judge of the Kyiv Court of Appeal Yuriy Tryasun, retired Judge of the Eastern Commercial Court of Appeal Volodymyr Severin, retired Massachusetts Supreme Court Judge Robert Corpe the Court of England and Wales, retired Sir Anthony Hooper and former Attorney General of the Republic of Estonia Lovely Perling.
President Volodymyr Zelensky welcomed this and expressed hope that the Ethics Council “will begin its work as soon as possible.”

The task of the Ethics Council is to establish the compliance of a candidate for the position of a member of the High Council of Justice with the criteria of professional ethics and integrity.
On November 2 of this year, the High Council of Justice received a list of candidates for the Ethics Council recommended by the Council of Judges of Ukraine. International and foreign organizations have identified a list of international experts on September 10, 2021.
According to the Law of Ukraine “On the High Council of Justice”, if the chairman of the High Council of Justice does not appoint members of the Ethics Council within the specified period, the first three candidates from the list of the Council of Judges of Ukraine and the list of international and foreign organizations are considered appointed.
Within six months from the date of its formation, the Ethics Council must also conduct a one-time assessment of compliance with the criteria of professional ethics and integrity of members of the High Council of Justice (except the Supreme Court) elected (appointed) before the entry into force of Law № 1635-IX.
Reform of VKKSU and GRP
The reform of the HCJC and the GRP within the framework of judicial reform is provided by the relevant legislation.
In particular, the law adopted in July defines the competitive principles for the selection of candidates for appointment as a member of the GRP. The document provides for the establishment of an Ethics Council, which should determine whether a candidate in the GRP meets the criteria of professional ethics and integrity. The High Council of Justice, in particular, submits a motion to appoint a judge.
The HCJC also participates in the selection of new judges. On October 16, 2019, the Verkhovna Rada passed a bill that was the first attempt at the so-called judicial reform of President Volodymyr Zelensky. It came into force in the fall of 2019. The document, in particular, provided for the dissolution of the HCJC and a reduction in the number of its members from 16 to 12. Since then, the selection of new judges has been suspended. Therefore, in July 2021, the law on the reform of the HCJC was approved.
