Custody Records is a project that guarantees the security of the rights of detainees and police officers by electronically recording all actions. This applies to persons who have been under police control since their actual detention and until they are placed in pre-trial detention or released from custody.
The project will record all actions with people under police control, including mandatory interviews with detainees. In addition, the observance of the detainee’s rights and the lack of contact with persons who do not have the authority to do so will be monitored. All this takes place in specific rooms, which are equipped with a modern video surveillance system 24/7.
So far, the system is being tested in four departments – in Kharkiv, Ternopil, Vinnytsia and Kyiv regions.
By the end of 2021, Custody Records systems are planned to be introduced in 53 units of the National Police. For the next three years, the project is planned to be implemented in another 570 police units.
The aim of the project is to minimize the number of complaints about the actions of law enforcement officers, as well as to record their professional actions during the performance of their functions.
