kyiv.Ukraine.Ukraine Gate – December 11,2021- The President of Ukraine Volodymyr Zelensky signed the Law “On the State Budget of Ukraine for 2022”, which was adopted by the Verkhovna Rada on December 2, 2021.
According to the document, the state budget revenues for 2022 are set at UAH 1 trillion 323.9 billion (which is 9.7%, or UAH 117.2 billion more than planned for 2021), expenditures – at the level of UAH 1 trillion 499, UAH 4 billion (which is 4.2% or UAH 61.1 billion more than in the current year).
The maximum amount of the state budget deficit is set at UAH 188.8 billion (3.5% of GDP).
The law provides for a gradual increase in the subsistence level by 8.2%. Thus, for able-bodied people from January 1, 2022 it will be 2481 UAH, from July 1 – 2600 UAH, from December 1 – 2684 UAH.
The document also provides for an increase in the minimum wage from October 1, 2022 to 6700 UAH.
The greatest attention in financing is paid to social issues. In particular, in the field of health care UAH 157.3 billion is provided for the implementation of the program of state guarantees of medical care, UAH 4.3 billion – for the budget program “Public health and measures to combat epidemics”, UAH 2.6 billion – for vaccination of the population from COVID-19.
Educational subvention from the state budget to local budgets is planned in the amount of 108 billion UAH. UAH 5.1 billion is provided for the payment of scholarships; UAH 66 billion for assistance to families with children, low-income families, children with disabilities and children with disabilities, payment of temporary assistance to children and assistance for the care of a group I or II disabled person;
UAH 38.4 billion has been set aside for housing subsidies to the population in the state budget for next year.
For the “eSupport” program, under which the state will provide assistance in the amount of UAH 1,000 to citizens who have passed the full course of vaccination against COVID-19, the state budget for 2022 provides UAH 3 billion.
One of the priorities is also the implementation of defense and law enforcement functions of the state. Expenditures on national security and defense amount to UAH 267.2 billion (UAH 14.9 billion more than this year).
A significant share of state budget expenditures is directed to the infrastructure component. In particular, it is planned to allocate UAH 42.2 billion for the development of the network and maintenance of state roads; for the construction, reconstruction, repair and maintenance of local roads, streets and roads of communal property in settlements – UAH 24.6 billion.
UAH 5.2 billion has been allocated for the renewal of rolling stock for passenger transportation and modernization of railway infrastructure for the development of passenger transportation; for the development of airports – UAH 3.55 billion; for the development of urban passenger transport – UAH 1 billion.
There is also state support for regional development, in particular through the State Fund for Regional Development and a number of subventions.
The law comes into force on January 1, 2022.
