The bill may be considered by the Council early next year
The bill, which will allow, among other things, citizens to record violations on the roads from any mobile device and immediately provide them to the police, may be considered in the Verkhovna Rada early next year.

“On Wednesday (Bill № 5798 – ed.) Will be submitted to a meeting of the main committee – law enforcement. This plenary week is the last this year. Therefore, the bill in the first reading can be considered in the Verkhovna Rada only at the beginning of next year, not earlier, “Frolov said.

On December 13, 2021, at a meeting of the subcommittee of the Committee on Law Enforcement of the Verkhovna Rada, a bill was considered that, among other things, will allow citizens to record violations on the roads and immediately report them to the police.
The bill was submitted to the Verkhovna Rada in July this year at the initiative of 34 deputies.
The bill provides for the recording of traffic violations from any mobile device on which a certain mobile application will be installed.
First of all, it is planned to launch the recording of the following offenses: driving at a red traffic light; cross-section of the double lane; travel on the public transport lane; the passage of a railway crossing on a prohibited signal; obstructing the passage of special equipment, in particular: a fire truck, a police car, an ambulance.
It is planned that the filmed offense will be transmitted online to the police via a mobile application. Then the witness receives an answer from law enforcement officers regarding the registration of the violation and its future fate. In turn, the offender is sent a fine with a video recording of his violation. Also among the novelties of the bill is the deduction of a percentage of the fine in favor of the person who reported the violation.
As the adviser to the Minister of Internal Affairs Anton Gerashchenko explained, the introduction of such an initiative will create conditions under which millions of cameras will appear on the roads of Ukraine. Also recently, Interior Minister Denys Monastyrskyi said that the agency is also preparing a number of bills aimed at strengthening the responsibility for traffic violations and improving the situation on the roads.
