The rock suddenly broke away from the canyon wall and fell on several pleasure boats, causing a huge wave over the lake in the Capitol, Minas Gerais.
Authorities say three people are still missing. Divers are still searching the lake.
The victims of bone fractures, one of them in serious condition in hospital with head and face injuries, another 23 people received minor injuries.
For two weeks, heavy rains fell in the region, which could loosen the rock.
