Kyiv region still remains without a regional budget. Deputies of the regional council cannot approve the maintenance budget and the development budget at the session.
This threatens the economic and social spheres, which are already on the verge of destabilization. This was publicly stated by the head of the Kyiv Regional State Administration Vasyl Volodin in his video address.

“The first time we submitted the draft regional budget to the regional council on November 26, according to the Budget Code. However, the regional council constantly finds reasons not to adopt the budget, and each time submits new comments. We have amended the draft three times. They reached a compromise: first to adopt a maintenance budget, to which there were never any comments, and then – a development budget. According to the agreements, the session was to take place tomorrow, January 27. sessions on February 17. Unfortunately, once again the regional council ignores the adoption of the budget in the capital region. And this means that another month Kyiv region will live without a basic economic document. And this threatens not only the development of the region but also normal life, ” commented Volodin.
According to him, due to the non-adoption of the maintenance budget:
- Employees of the Kyiv Regional Center for Assistance to Combatants, Persons with Disabilities as a Result of War, Who Participated in the Anti-Terrorist Operation / Joint Forces Operation, and Their Families “remain without a salary.
- About 100 employees of the regional blood service center and another 248 employees of children’s sanatoriums are similarly left without salaries.
- Due to lack of funding, it is not possible to buy food in children’s homes.
- 65.7 thousand Chernobyl victims risk being left without preferential medical care.
- More than 500 employees in the field of physical culture, sports, youth policy and national-patriotic education are also left without salaries.
- 11.5 thousand non-pedagogical employees of educational institutions – another category that risks not receiving timely and full payment for work (through additional subsidies from the state budget).
- 260 employees of the Kyiv Academic Regional Music and Drama Theater named after P. Saksagansky and Symphony Orchestra “Academy”.
- The Department of Social Protection does not have the opportunity to enter into agreements with the Ministry of Social Policy “Information and Computing Center” and PE “Computer House” to pay for printing services for the payment of all social benefits, compensations, benefits and subsidies. This may lead to disruption of social assistance payments to residents of Kyiv region (number of recipients – 712 thousand citizens).
