It is noted that the European Commission is proposing a “comprehensive set of measures”, in particular to ensure the security of EU semiconductor supplies. Thus, a plan called the EU Chips Act is proposed, which aims to overcome the shortage of semiconductors and strengthen Europe’s technological leadership.
The plan is expected to “attract more than € 43 billion in public and private investment and establish measures to prevent, prepare for, anticipate and respond quickly to any future supply chain disruptions, together with Member States and our international partners.” “This will allow the EU to achieve its goal of doubling its current market share to 20% by 2030,” the European Commission said.
“Without chips, there is no digital transition, no green transition, no technological leadership. Securing state-of-the-art chips has become an economic and geopolitical priority,” said EU Internal Market Commissioner Thierry Breton.

The European Parliament and EU Member States will have to discuss the European Commission’s proposals for the European Chips Act under the ordinary legislative procedure. If adopted, the Regulation will be directly applicable in the EU.
