Details
Following the meeting on February 15, 2022 in Lviv on international road transport, the parties agreed:
- By the end of August 2022, to carry out an additional exchange of permits in the amount of 20,000 thousand transit permits for Ukrainian carriers and 20,000 universal permits for Polish carriers.
- Development of a joint action plan aimed at significantly improving the efficiency of the crossing of international road checkpoints of Ukraine and the Republic of Poland. The relevant action plan will be agreed with the representatives of the customs, border and other services of Ukraine and the Republic of Poland no later than the end of February 2022.
- Following the implementation of the agreed joint action plan referred to in paragraph 2, an additional 10,000 permits for international road haulage will be issued to both parties in November 2022.
Before
In 2020, Ukraine pointed to the need to provide Ukrainian carriers with a sufficient number of Polish permits under the conditions set at the time of signing the Ukraine-EU Association.
The Ministry of Infrastructure noted that the number of bilateral permits should be on a parity basis. However, transit traffic should not be limited to either party.
It was noted that the quota of Polish permits for international road haulage should not be less than 200,000.
Ukraine also raised the issue of increasing the quota of permits for Ukrainian road carriers in Poland at the highest level in 2021.
At the end of the year, the Ministry of Infrastructure suggested that Ukraine could turn to arbitration due to Poland’s reduction in the number of permits for international road transport.
