The changes were supported by 342 people’s deputies.
The resolution proposes to establish that during the state of emergency and / or martial law the work of the parliament is carried out in plenary sessions, work in committees of the Verkhovna Rada of Ukraine, temporary special commissions and temporary investigative commissions of the Verkhovna Rada of Ukraine, parliamentary factions (deputy groups). features, in particular:
- on days when, according to the schedule of the seventh session of the ninth convocation, plenary sessions are not provided, plenary sessions are held on the proposal of the conciliatory council of parliamentary factions, which determines the day, time and duration of plenary sessions, work of deputies with voters carried out by orders of the Chairman of the Verkhovna Rada of Ukraine;
- sittings of committees (temporary special commissions) of the Verkhovna Rada are convened by the chairmen or on the initiative of the majority of members of the relevant committees (temporary special commissions) of the Verkhovna Rada of Ukraine and are held immediately to ensure consideration of plenary sittings.
Context
The National Security and Defense Council of Ukraine has decided to impose a state of emergency, except for Donetsk and Luhansk oblasts, where a separate legal regime already exists.
It was also reported that after the decision of the National Security and Defense Council, the Verkhovna Rada may vote for a state of emergency in some regions.
A registered draft decree of the President of Ukraine on the imposition of a state of emergency and a draft law on the adoption of this decree have been published on the Verkhovna Rada’s website.
It should be noted that in accordance with the legislation in the conditions of the National Assembly, the Verkhovna Rada of Ukraine decides to continue the session or its work in plenary sessions during the entire period of the state of emergency.
According to the current calendar, people’s deputies are currently working in the session hall on February 24 and 25, and after that they should work with voters and gather for the plenary week from March 15 to 18.
