The Cabinet of Ministers of Ukraine has adopted a number of decisions that facilitate the access of agricultural producers to, in particular, fuel and pesticides under martial law. This was announced by the Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko in the Telegram .

The Minister told in more detail on the items:
- Fuel
The introduction of gasoline and diesel fuel of environmental classes Euro3 and Euro 4 is allowed. Simplified customs procedures for the supply of petroleum products. This will attract additional fuel resources for the needs of agricultural producers.
Today, the President of Ukraine will sign a law abolishing the excise tax on fuel and reducing the VAT rate from 20% to 7% (№ 7137-d).
- Pesticides
The government has simplified the conditions for transporting pesticides and agrochemicals by road.
Permits for the right to work related to the transportation, storage, use and trade of pesticides and agrochemicals have been extended. This norm applies to the period of martial law in Ukraine and for 90 days after its termination or abolition.
“I would like to emphasize that the process of obtaining a license is simplified – all issues of transport safety and quality of pesticides and fertilizers will be observed at the proper level. I want to assure that the government is doing everything possible to provide farmers with everything they need before the 2022 sowing campaign.” .
Addition
Sowing in Ukraine is postponed to the end of March due to cold weather, and in some regions – even to the first decade of April. This will allow farmers to better prepare for the field, Leshchenko said.
To ensure a sowing campaign in wartime, the seed bureaucracy, including certification, will be simplified and conscripts will be reserved for relevant agricultural work.
