Details
The Ministry of Regional Development has developed changes to the Methodology of distribution among consumers of the amount of utilities consumed in the building, which take into account the peculiarities of its use during martial law.
This is an application of a weighting that will take into account the reduction in the supply of services compared to the peace period. According to this coefficient, the executors will adjust the volume of consumption of services for centralized water supply, hot water supply and centralized drainage in the settlement during martial law.
The relevant order of the Ministry of Regional Development has already been issued and entered into force.
Starting from March 2022, the calculation (distribution) of centralized water supply, hot water and centralized drainage services will be carried out taking into account the adjustment factor for those consumers who did not transmit water meters or who do not have such meters, the agency said.

During the martial law in Ukraine, the consumption of centralized water supply and sewerage services has changed significantly. For example, the average daily water supply in Kyiv has almost halved. Many people have also left and are unable to transmit meters. This will help prevent overcharging of consumers who receive bills for average consumption of the service, “said Deputy Minister of Community and Territorial Development Natalia Khotsianivska.
