Sullivan said he was serious about threatening “from the top of the Russian government” to sever diplomatic relations, saying “Russians are not engaged in rhetorical outbursts.”
“The United States does not want to close its embassy. President Biden does not want to recall me as ambassador. But this is not necessarily up to us,” he said.
Recalling his visit to Moscow in January 2020, John Sullivan said that then “it was very bad and it got worse.”
