Japan has appealed to the International Criminal Court (ICC) to investigate the killing of civilians in Kyiv region by Russia as a possible war crime, Prime Minister Fumio Kisida said on Tuesday,

On Monday, Kisida expressed shock and concern in response to “horrific atrocities” committed against Ukraine’s civilian population in the city of Bucha on the outskirts of Kyiv.
Context
Photographs of bodies on the streets of Bucha appeared over the weekend after Russian troops withdrew from the area, prompting President of Ukraine Volodymyr Zelensky to call for an end to Russian war crimes.
