Details
It is reported that in order to establish the procedure for holding prisoners of war in accordance with international law and in accordance with Article 9 of the Law of Ukraine “On Defense of Ukraine”, the Cabinet of Ministers decides:
- To approve the attached Procedure for holding prisoners of war.
- To establish that the financing of measures for the detention of prisoners of war in camps and precincts for the detention of prisoners of war in 2022 is carried out at the expense of the reserve fund of the state budget.
In addition, the government instructed the Ministry of Justice:
- to determine and re-profile the penitentiary institutions of the State Penitentiary Service for prisoner-of-war camps;
- to establish polling stations for prisoners of war in penitentiary institutions and pre-trial detention centers of the State Penitentiary Service;
- to organize accommodation, detention, protection and medical support of prisoners of war in camps and precincts for holding prisoners of war;
- ensure that the Security Service, the Prosecutor’s Office and the National Police are immediately informed about the admission of prisoners of war to prisoner-of-war camps and precincts;
- submit proposals to the Cabinet of Ministers of Ukraine by April 15, 2022 on the amount of expenditures from the reserve fund of the state budget necessary for the implementation of measures to keep prisoners of war in camps and areas for holding prisoners of war.
The Ministry of Foreign Affairs has been instructed to organize external relations with foreign states and international organizations regarding the detention and return of prisoners of war.
The Ministry of Infrastructure should ensure the coordination of measures for the transportation of prisoners of war, as well as the provision of postal services.
The Ministry of Defense, together with the Ministry of Infrastructure, shall, in prior agreement with the Ministry of Justice, organize the escort of prisoners of war to camps and precincts for holding prisoners of war.
The Ministry of Internal Affairs shall organize photography, dactyloscopic registration and registration of genetic traits of prisoners of war within seven calendar days from the date of receipt of information about their arrival at the camps and areas for holding prisoners of war.
The government instructed the military administrations to facilitate the provision of medical care to prisoners of war in accordance with the requirements of the Procedure approved by this resolution.
The central executive bodies are instructed to bring their own regulations in line with this resolution within a month.
Addition
In March, President Zelensky reported that about 500-600 Russian occupiers had already been taken prisoner by the Ukrainian military during the Russian war.
