CIA Director William Burns is convinced that Russian dictator Vladimir Putin decided to attack Ukraine because of his own ambitions, as well as “insult to the West.” He stated this during a speech at the Technological University of Georgia,

“For many years, I have watched Putin” boil “in a hellish combination of resentment, ambition and insecurity,” Burns said.
He added that Putin had “insulted the West for decades” because he was convinced that the United States had taken advantage of Russia’s weakness after the collapse of the Soviet Union.
In addition, Burns noted that the US intelligence services learned in advance about Putin’s intentions to attack Ukraine. This, the CIA director added, made it difficult for the dictator to “hide the brutality” perpetrated by Russian forces in Ukraine, reminiscent of the damage inflicted by Chechen troops in the 1990s.
