EU High Representative for Foreign Affairs and Security Policy Josep Borrell said that yesterday’s Russian missile attack on Kyiv during visits by UN Secretary General Antonio Guterres and Bulgarian Prime Minister Kirill Petkov was a blatant disregard for international law .
