Restrictions on arms supplies to Russia and the impact of Western sanctions mean Moscow has to transport missiles from other parts of the country to Ukraine, officials told the newspaper on Friday.

“Their supplies are limited, they are depleting, and we see that they have to move Caliber missiles from other strategic areas where they can be stored,” said one Western official, referring to naval-based cruise missiles.
“This has some signs that their stockpiles of high-precision weapons are dwindling,” he added.

According to the American official, most of the Russian strikes are focused on the eastern part of Donbass and the coastal city of Mariupol, pointing to inaccuracies.
“We think this speaks to the problems that the Russians are facing with replenishment (high-precision ammunition),” said a US official.
The Western official said Russia’s difficulties in replenishing guided munitions were due to “the quality of their industrial base” and Western sanctions, which “limit their ability to build capacity at a time when it is necessary to have an effect on the battlefield.”
