As noted, after the capture of the southern part of Kherson in early March, Russia tried to legitimize its control over the city and surrounding areas through the establishment of a pro-Russian administration.
The administration said it was “impossible” to return to Ukraine and announced a four-month currency changeover from the Ukrainian hryvnia to the Russian ruble. From May 1, residents of Kherson must use rubles.
