The resolution states that the Senate considers the actions of the political regime of Russian President Vladimir Putin acts of terrorism and calls on the US Secretary of State to recognize Russia as a sponsor of terrorism.
There are currently four countries to which the United States has granted the following status: Cuba, Syria, Iran, and North Korea.
If Russia is recognized as a sponsor of terrorism, it will impose additional categories of sanctions, including restrictions on US foreign aid, a ban on exports and sales of defense products, some controls on exports of dual-use goods, and financial and other restrictions.
