Moiseenko said that the main service centers of the Ministry of Internal Affairs continue and resume work throughout Ukraine.
According to him, the provision of services in 125 service centers of the Mifvçnistry of Internal Affairs in 21 regions of Ukraine has been resumed. The work of 6 centers in the occupied Sumy region, 4 in the Chernihiv region, and 2 centers in the Kharkiv region has been resumed, despite the ongoing fighting. There are also plans to open a SC of the Ministry of Internal Affairs in Kharkiv.

He cited the example of a Mariupol citizen who graduated from a driving school in her hometown, but due to active hostilities and occupation, she left for Kyiv. Now she can do an internship at any service center of the Ministry of Internal Affairs and take away her driver’s license.
“We have provided a solution to another typical problem, when a person could not pick up a printed license. We have legally enshrined the ability to pick up a license at any center of the Interior Ministry. The same decision applies to citizens whose term of disqualification has expired,” Moiseenko said.
According to him, the next innovation is the application of the principle of extraterritoriality of the car registration certificate when traveling abroad. This is a very important service, especially for international carriers. At the time of their departure abroad, their documents were stored in the service center. Previously, you only had to contact the service center where this document was left. Currently, many such documents remain in the occupied territories. Therefore, the owner of the car now has the opportunity to come to any service center and return your document.
“We have introduced the possibility for driving schools to conduct theoretical training online. In addition, we have reduced the content of topics for driver training by 20% for categories – B1, B, C1, C, and E. This allows schools to reduce curricula,” – said the head of GSC of the Ministry of Internal Affairs.
Moiseenko noted that these changes apply only to the state of war and three months after its completion and after their promulgation come into force.
According to him, the next changes will operate on a permanent basis. Training at the driving school will be divided into two separate stages – theoretical and practical.
Previously, it was necessary to complete training at a driving school, pass a practical exam at school, and then apply to the SC of the Ministry of Internal Affairs, pass the exam and obtain a certificate. Now the future driver will undergo theoretical training at a driving school, without passing the exam will receive a certificate and then apply to the SC of the Ministry of Internal Affairs for theory. Then the person undergoes training in practical driving at a driving school, passes a practical exam at the SC of the Ministry of Internal Affairs and can obtain a driver’s license for two years.
Moiseenko said that it was also possible to obtain paid license plates for all types of vehicles. Previously, this option was only available for cars.
