The Minister of Defense of Ukraine Oleksiy Reznikov explained the scheme of monetary payments to the military forces of the Defense of Ukraine on the national telethon .

According to Reznikov, the department has recently received questions about the order of payments and the difference in the amount that the military sees in their accounts. Reznikov explained that the salary of the military depends on rank, unit, and other components.
The Minister noted that the cash benefits currently received by the Ukrainian military consist of two parts: the first part is the monthly cash benefits that the military receive in accordance with their position, rank, years of service.
The second part is an additional monetary reward, which was established on the initiative of the President of Ukraine during martial law. This additional remuneration is calculated according to the following logic: for those servicemen who are not involved in hostilities, the additional remuneration per month is 30 thousand hryvnias, or approximately 1 thousand hryvnias per day.
For those soldiers who take part in the fighting, the additional reward is determined at the rate of 100 thousand hryvnias per month, or approximately 3 thousand hryvnias per day.
Reznikov explained by example, if a serviceman is a private-shooter, and for half a month he defended the border with Hungary, and the other half of the month he took part directly in the battles in Kharkiv or Donetsk, in total for a month he will be charged:
- monthly cash security in the amount of 13-14 thousand hryvnias according to the position and rank;
- about 15 thousand hryvnias of additional remuneration for service during martial law;
- about 50 thousand hryvnias for direct participation in hostilities.
That is, the total amount in this case for an ordinary shooter is 88-89 thousand hryvnias (minus deductions).
How payments are formed and technically made
The number of days that a serviceman is directly in combat, performing combat missions, is determined on the basis of combat orders and instructions issued by the military command of various structures of the defense forces.
In the case of the Armed Forces of Ukraine, the military unit submits an application to the Ministry of Defense for payment of cash security.
Based on this application, the Ministry of Defense transfers money to the military unit. Then the military unit credits the funds directly to the serviceman.
To receive cash benefits, a serviceman must have an account in any Ukrainian bank. Details of your account must be provided to the appropriate financial part.
Payment of money to servicemen is made in the current month for the previous month. That is, in May and April. It is divided into two parts: in the first decade of the month, servicemen receive a monthly allowance according to position, rank and other parameters. In the second decade there is an additional reward of 30 or 100 thousand hryvnias for martial law and combat.
Payments are divided into two parts. The amount of monthly cash security is known. It is almost the same every month.
The amount of additional remuneration
The amount of additional remuneration based on the results of the month of financial service of units is calculated on the basis of combat orders. The more days a soldier spends in combat, the more he will receive. This amount can vary significantly each month.
It should be understood that individual units of a brigade may be in combat while others are at a permanent location, undergoing coordination, or perform other non-combat tasks.
Therefore, within one brigade, or even a battalion, the amount of payments may not differ significantly. It all depends on combat orders.
Reznikov stressed that the number of personnel of the defense forces “explosively” increased many times in just a few weeks. Therefore, there are still cases when in one or another part there are some problems with payments.

“Sometimes there were no orders to enroll people, so there was no formal reason to pay them. Sometimes the financiers in the units did not fully understand how to make accruals. To address these situations, the Ministry of Defense has formed special groups of staff to advise the financial services on all issues. According to the report I am receiving, there were an order of magnitude fewer problem situations in May than last month. Nuances or special situations with payments may still be. But in general, the system has already been set up, ”the minister explains.
The head of the Ministry of Defense emphasizes that if a serviceman has questions about financial support, first of all, they should turn to the immediate commander or his deputy for work with personnel.

“I especially want to pay attention to the payment to our soldiers who were taken prisoner. The cash benefits they must receive are paid to family members at their request. The start of payments to families may be somewhat delayed for objective reasons. After all, in order for these payments to begin, an appropriate order must be issued on the official position of the serviceman, ”the Minister added.
Reznikov stressed that it is necessary not only to make sure that the soldier is in captivity. It is necessary to record this fact in a certain order. “That in the future everything worked like clockwork.”
Financiers of the Ministry of Defense keep under special control the payment to the families of prisoners. If necessary, the head of the department urges to contact the Ministry to resolve all issues.
“For your understanding: in May 2022, in April, the Ministry of Defense transferred to the servicemen of the Armed Forces of Ukraine monetary support and additional remuneration totaling 51 billion hryvnias.
In June, we are preparing to pay about 64 billion hryvnias. Let me remind you that in 2021, approximately the same amount was paid for the whole year, ”Reznikov added.
