According to intelligence, junior officers had to lead the lowest-level tactical operations because the army lacked highly trained and authorized non-commissioned officers (sergeants) to perform this role in the Western forces.
In addition, battalion tactical groups (BTGs), which are being reformatted in Ukraine from the few surviving units, are likely to be less effective due to the lack of junior leaders, the Defense Ministry said.
Given the numerous credible reports of local uprisings among Russian forces in Ukraine, intelligence added, the lack of experienced and reliable platoon and company commanders is likely to lead to a further decline in morale and further poor discipline.
