Despite EU and US sanctions against a number of oligarchs, Russian-owned businessmen have planned to engage with both the United States and the European Union in the future. One of them is Dmytro Mazepin, a Russian businessman and former director general of the Uralkhim concern, one of the largest companies in the mineral fertilizers market in the Russian Federation, the CIS and Eastern Europe. The company also owns 81.47% of Uralkali shares and 83.7% of Togliattiazot shares .

On March 9, the European Union officially announced new sanctions against a number of Russian entrepreneurs: Andriy Melnychenko, Dmytro Konov, Dmytro Mazepin and others.
And already on March 10, the then CEO of Uralkhim Mazepin reduced his stake in the concern below 50% and resigned as CEO.
Mazepin sold 52% of Uralkhim (who knows) and only 48% of the company remained in the businessman’s possession.
Dmitry Konyaev’s colleague, who previously held the position of the chairman of the board of directors of Uralkhim, has been appointed the company’s new CEO . The council was headed by Uralkhim’s legal director (also an associate of Mazepin’s) Dmytro Tatyanin. Both have not come under EU sanctions.
According to economist Oleksandr Okhrimenko, this practice is quite classic.
“There is such a familiar and classic scheme – a person who has been sanctioned is deprived of majority ownership in the company. And he conditionally gives his position of CEO to his friend. And the company continues to operate normally. Yes, this is a circumvention of sanctions, but they do not work differently, ”he said.
At the same time, Ukraine can file a lawsuit with the European Court of Justice to declare such permutations illegal bypassing sanctions.
“Violations are listed, the place of registration of the company is indicated – the court must make a decision and if it finds that it was a violation of sanctions, it declares the sale invalid, the appointment of the head invalid. It’s all through the courts. Europe has a very bureaucratic system and emotions are not perceived there. If there is a violation – our Ministry of Justice can file a lawsuit, “- summed up the economist.
At that time, 37 businessmen and top managers of private and state-owned companies took part in a meeting with Putin in the Kremlin. , General Director of EuroChem Volodymyr Rashevsky, former Director General of UralChem Dmytro Mazepin (at the time of the meeting he is still the current chairman of the concern) and others.
The latter held a series of talks with Putin immediately before the war. At 4 am on February 24, Mazepin immediately stopped the transit of ammonia to Ukraine via the Togliatti-Odessa ammonia pipeline.
