Since the start of Russia’s full-scale invasion of Ukraine, the Latvian State Security Service (VDD) has opened 19 criminal cases involving incitement to hatred and has taken over four more. Most of them are related to Russia’s aggression against Ukraine .

As noted, eight of the 23 trials were initiated under two articles of the Latvian Criminal Code simultaneously: for public glorification and justification of genocide, crimes against humanity and war crimes (Article 74.1) and for actions aimed at inciting national hatred (Article 78). Eight more criminal cases were instituted under Art. 74.1 and seven – under Art. 78.
The State Security Service completed a pre-trial investigation into the fact of inciting national hatred in one of the criminal proceedings and sent the case materials to the prosecutor’s office, asking to bring the defendant to criminal responsibility. He came to the attention of the VDD after the publication on the Internet of a commentary on an article glorifying Russia and wishing it success in the extermination of Ukrainians.
It is reported that in the rest of the cases, 15 people are in the status of suspects, and another seven – in the status of a person against whom a criminal case has been initiated. Two suspects were taken into custody.
