Debts of Russians to “Sberbank”
Russian oligarchs, including those present at the February 24 meeting, were placed on the EU sanctions list in March. Among them was the Russian oligarch Dmitry Mazepin – then CEO of Uralchem.
The fact that he (Mazepin – ed.) Was invited to this meeting shows that he is a member of Vladimir Putin’s inner circle and supports, pursues actions or policies that undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine, ”reads the note opposite Mazepin’s (and other businessmen’s names) in the EU document.
Immediately after this statement, the Russian oligarch reduced his stake in Uralkhim, which belonged to him, below 50% and resigned as CEO, handing over the “chairs” of the leaders to his associates – Konyaev and Tatyanin.
And this despite the fact that Mazepin, we can say, created the Uralkhim concern with his own hands, uniting his own enterprises under one holding.
But was the Russian oligarch’s business really profitable? According to foreign experts, Mazepin’s main creditor was Sberbank of Russia. And this is not surprising – the owner of Uralkhim has long had friendly relations with the bank’s chairman Herman Gref: inspired by Gref’s example, Mazepin even talked to Indian guru Sadhgur and invited him to Uralkhim’s office in Moscow.
Leaving aside the “spiritual practices” and speaking in numbers, analysts say that in 2021 the value of shares pledged to “Sberbank” significantly exceeds the loan amount: Mazepin’s holding is estimated at about 8-9 billion dollars, but taking into account the debt, its value above all, it is negative, which indicates the influence of “Sberbank” on the oligarch.

In parallel with the sale of Uralkhim shares, the Mazepa-controlled company bought back almost all of ToltiAzot’s shares , which are now also effectively managed by Mr. Mazepin.
Despite the fact that Togliatti Azot is a Russian enterprise that produces ammonia, it is directly and figuratively connected with Ukraine through the Togliatti-Odesa ammonia pipeline, through which it transports ammonia from the Odessa Port Plant. This is the only opportunity to export these products to other countries.
According to Mazepin (who owns the largest share of Togliattiazot), the transit of ammonia through Ukraine has always been accompanied by a large number of risks due to the conflicts between the two countries.
However, he could not refuse it, because the Russian company still has no other ways to transport ammonia. At the same time, Russia receives up to $ 12 billion a year from ammonia supplies through Ukraine to the West, which would really help the Russian oligarch gradually cover its debts to Sberbank.
A few days before the war in Ukraine, Mazepin talked with Russian President Putin and promised to “surrender” Odessa (where the port plant is located, through which Russian ammonia is exported to American oil companies), in exchange for control of this enterprise.
