In particular, as Hetmantsev explained, we are talking about customs visa-free travel, the regime of joint transit, ie our exchange and access to information on customs clearance of European countries. We are talking about the adoption by the Verkhovna Rada of the draft law №7420 On Amendments to the Customs Code of Ukraine on Certain Issues of Implementation of Chapter 5 of Section IV of the EU-Ukraine Association Agreement, which will harmonize customs legislation and accede to the Convention on Common Transit Procedure.
“Accordingly, the measure is aimed at removing corruption from customs and carrying out a really effective reform with the customs authorities. One that would ensure the protection of business rights and the absence of any corruption offenses,” said Hetmantsev.
Context
In 2021, Ukraine planned to sign five new “visa-free” visas with the European Union in the field of energy, customs, transportation, digital market and trade conditions. All of them are almost done. Following the adoption of the draft law on Ukraine’s accession to the Convention on the Common Transit Procedure (CCTP), it will become the basis for the movement of goods between 35 countries: EU member states, European Free Trade Association (EFTA), Great Britain, Turkey, Northern Macedonia and Serbia.
The New Computerized Transit System (NCTS) is a system based on the Convention on a Common Transit Procedure.
Ukraine is reforming its customs system in line with EU norms. Common transit is one of the key issues of economic integration between the EU and Ukraine. To accede to the Convention, Ukraine must implement the application of the NCTS. The application of NCTS began on November 16, 2020.
The system is being implemented in Ukraine in three stages: the Pilot Project (completed), the National Application (started on March 17, 2021 – ongoing) and the International Application (will start after Ukraine’s accession to the Convention on the Common Transit Procedure).
